When I change cut off frequency of the spectrum display, anything above from about 12000Hz is not displayed approprately, rather, they are displayed as the lower component is mirrored upward, and I'm seeing inverted spectrum of lower frequency in 20000Hz region.

Am I doing something wrong, or is this a bug?

I have used 44100 16-bit sound.

This must be due to the sound data itself. Do you have a sound file that exhibits this phenomen and that was created outside WaveSurfer? If you recorded in WaveSurfer and then converted the sound to 44100 using Transform | Convert... then this is simply the result of WaveSurfers current resampling method (which will be improved)
Otherwise what do you get when you type "snack::audio rates" on the WaveSurfer console (File | Show console)?
